Armenian Foreign Minister Ararat Mirzoyan announced the prospect of a soon-to-be-signed peace treaty with Azerbaijan, stating that only "one or two formulations" remain to be finalized before the document is ready for signing.
Speaking in Armenia's parliament on October 31 during budget discussions for 2025, Mirzoyan expressed "cautious optimism" about concluding negotiations in the near future.
Currently, 13 out of 16 articles in the treaty are fully agreed upon, with the remaining three partially settled. Previously, Baku repeatedly declined Armenia’s proposal to sign an agreement based on the articles already approved, insisting instead on the full alignment of all peace treaty provisions.
Mirzoyan also highlighted progress in unblocking regional communications, mentioning a positive informal response from Azerbaijan to Armenia’s proposals on this matter.
Regarding Armenia’s participation in the upcoming COP-29 climate conference in Baku, Mirzoyan noted that no decision has been made yet.
