Civil Servants Allowed to Serve on Pension Fund Board – Law Adds New Exception

The Parliament of Georgia is set to adopt amendments to the Law on Combating Corruption that will allow civil servants to simultaneously serve on the Governing Board of the Pension Fund of Georgia. The bill is being considered in an expedited manner and is expected to be adopted within this week.

The Parliament’s Legal Affairs Committee discussed and supported the draft earlier today, with the first reading scheduled for the same session.

Under the proposed amendments, the position of a member of the Pension Fund’s Governing Board will be added to the list of exceptions that permit civil servants to hold certain positions in other public institutions.

Additionally, the amendments stipulate that unpaid activities performed by civil servants in commissions or councils established to carry out managerial or advisory functions will no longer be considered incompatible with their main role in the public service.

“If a commission or council is created to perform a management or advisory function, a civil servant can participate and share their knowledge and experience — the key condition is that they must not receive any remuneration for it,” explained Archil Gorduladze, Chair of the Parliamentary Legal Affairs Committee representing the Georgian Dream party.

The Ministry of Economy and Sustainable Development authored the draft law, while the Government of Georgia is listed as the official initiator.

According to the explanatory note accompanying the bill, the purpose of the initiative is to remove outdated restrictions and address practical needs arising when experienced civil servants are invited to contribute to various advisory and management bodies.

Once approved, the amendments will enter into force immediately upon publication.
