The Eurasian Economic Commission (EEC) is developing rules for implementing "fair tariffs" for mobile services in international roaming for member countries of the Eurasian Economic Union (EAEU), according to Sergey Maksimov, Director of the EEC’s Antimonopoly Regulation Department.
Maksimov stated that the draft rules will be presented by the end of this year. The development involves government agencies and major telecom operators from EAEU countries. The rules will define the tariff structure, volume of services, and other aspects of operator interactions.
In the first quarter of 2025, the Commission's Board is expected to issue a recommendation regarding the tariff levels. The "fair tariff" concept aims to align roaming costs as closely as possible with domestic tariffs, taking into account the expenses of providing these services.
The transition to the new tariff system is planned for April 1, 2025. Maksimov emphasized that EAEU countries remain committed to the idea of implementing "fair tariffs" and are adhering to the established timeline.
This initiative is aimed at reducing the cost of mobile services in roaming within the EAEU and improving conditions for mobile users traveling between member countries.

Within the EAEU, the free movement of goods, services, capital, and labor is guaranteed, as well as the coordination or unification of economic policies. These measures are defined by the EAEU Treaty of May 29, 2014, and related international agreements within the Union.
