LPG retailers in Tbilisi are challenging fines imposed under new municipal regulations that took effect on January 1, with many operators suspending gas sales to avoid penalties. The industry argues that LPG storage and sales are already regulated under separate national legislation and should not be subject to the city's restrictions.
Among those affected are major fuel companies, many of which have appealed the fines in court. Businesses say the regulations are unclear and that enforcement has been inconsistent.
Zaal Iakobidze, General Director of Senta Petroleum, criticized the measures as unrealistic and questioned why some companies are fined while others continue operating under similar conditions. He said his company halted LPG sales to avoid penalties and called for clear, uniform enforcement.
Under the Tbilisi City Assembly's rules, the storage and sale of flammable, explosive, or combustible materials in designated areas of the capital has been prohibited since January 1, 2026. Violations carry fines ranging from GEL 2,500 to GEL 5,00
