Fuel Supply to Abkhazia: Key Questions Remain Unanswered

Today, a decree dated August 11 regarding special consent for carrying out special activities in the occupied territories of Georgia was published on the Government Administration's website.

According to the document, the said consent was extended for a 3-month period for LLC "Solidus," a company founded in 2010. However, the decree does not specify what activity the permit covers or whether it included the supply of fuel to the occupied territory.

"On the extension of the validity period of special consent for a person seeking special enterprise status to carry out activities in the occupied territories of Georgia:

Pursuant to Paragraph 2 of Article 6 of the Law of Georgia 'On Occupied Territories,' Article 24 of the Tax Code of Georgia, and Paragraphs 5 and 6 of Article 4 of the 'Rule for Granting Special Consent to a Person Seeking Special Enterprise Status to Carry out Activities in the Occupied Territories of Georgia,' approved by Decree No. 186 of the Government of Georgia on April 5, 2019, LLC 'Solidus' shall have its special consent extended for a period of 3 months for the activities provided for under Subparagraphs 'a' and 'b' of Paragraph 3 of Article 2 of the same rule. The decree enters into force upon signature, and its effect extends to legal relations arising from July 18, 2026," the government decree reads.

BMG contacted the press office of the Government Administration, where they stated that the government has not issued any additional act or document regarding the supply of fuel to occupied Abkhazia. The Government Administration clarified that issues regarding activities in the occupied territories are regulated by the document issued in 2019 under the rule for "Granting Special Enterprise Status to a Person." According to this document, a company holding "special enterprise status" can deliver goods to the occupied territory. The Government Administration did not specify exactly which company supplied fuel to the occupied region, clarifying that there are several companies with this status in the country.

BMG is attempting to contact LLC "Solidus" regarding the matter. According to the business register, the company was registered in 2010; 100% of its shares are owned by Georgian citizen Giorgi Arveladze, while Shota Kevlishvili serves as the company's director.

On August 12, it was disclosed that amid a severe fuel crisis in occupied Abkhazia, fuel entered the region from territory controlled by Georgia's central government. This fact was confirmed by Georgian Prime Minister Irakli Kobakhidze, who stated that fuel was delivered to occupied Abkhazia by private business, not the government.
