Georgia Imports Fuel Mostly from Russia, Turkey and Romania | Statistics

In January–May 2026, Georgia imported $635 million worth of petroleum products, totaling 738 thousand tons, according to official data. This represents a 28% increase in value and an 11% rise in volume compared to the same period last year. The average import price per ton rose sharply from $697 in January to $1,115 in May, marking a 60% increase.

Russia remains the largest supplier, despite a 10% decline in shipments, partly due to Russia’s temporary ban on gasoline exports from April 2 to July 31, 2026. Turkey ranks second with a strong 260% increase in exports to Georgia, followed by Romania, where imports dropped by 37%.

In total, fuel imports by country were distributed as follows:

  • Russia – $220 million (309,414 tons, -10%)
  • Turkey – $84 million (67,336 tons, +260%)
  • Romania – $61 million (77,432 tons, -37%)
  • Azerbaijan – $53 million (55,601 tons, +291%)
  • Bulgaria – $44 million (49,946 tons, -38%)

Alongside imports, fuel taxation remains a key revenue source. In January–May 2026, the government collected 298 million GEL from fuel excise taxes, up 11% year-on-year. Of this, 145 million GEL came from gasoline, 93.7 million GEL from diesel, and 59 million GEL from other petroleum products. Excise per liter currently stands at about 37 tetri for gasoline and 33.5 tetri for diesel.
