More than GEL 2 million has been spent on the rehabilitation of the coastline in Poti, but the works are not done well, the coastline is dysfunctional, and budget funds are spent inefficiently, - according to the report conducted by the State Audit Office.
As of the audit, in 2017 Poti Municipality signed a contract worth of GEL 3.8 million with ANT Stroi Ltd. 2016 for the rehabilitation of the coastline in Maltakva district.
The project included road and boulevard lighting, the building of café-bars, bridges, watchtowers, showers, scooter access and other landscaping works on the Maltakva coast.
According to the terms of the contract, the works were to be completed by September 28, 2018. The completion deadline has been extended to December 28, 2018.
"The supplier could not complete the project. The company fulfilled works worth GEL 2,026.7 thousand out of GEL 3,836.2 thousand due to which the contract was terminated on January 25, 2019.
"Examination of the documentation reveals that no expert report has been submitted on the works worth GEL 469.8 thousand. Although the volume and quality of the works has not been monitored and confirmed by the experts. The municipality took over the project in violation of the terms of the contract and reimbursed the supplier”, - the audit report reads.
As of the report, the audit team inspected the rehabilitation works of Maltakva coastline.
"The inspection revealed that the works were performed with low quality, most of them were significantly damaged. The project was incomplete and dysfunctional, because it was impossible to use it for its intended purpose,” the report reads.
