The deadline for completing the rehabilitation of Tbilisi’s Rustaveli Avenue has been extended by one month. Under a contract amendment signed on October 30 between Tbilisi City Hall and contractor Smart Solutions, the completion period increased from 100 to 130 calendar days, moving the deadline from November 1 to November 30, 2026.
The extension applies to all three sections of the project. The contractor cited unforeseen circumstances, additional rainfall and increased work volumes resulting from changes to project designs. Rehabilitation works by utility companies on their own networks also restricted access to a continuous work area.
According to the National Environmental Agency, 29 days of rainfall were recorded between August 1 and October 26. The parties said adverse weather affected construction not only on rainy days but also in the following days.
Smart Solutions must now complete the works within 130 calendar days of receiving the written assignment and extend its performance guarantee until January 29, 2027. The company has previously been fined several times by the Municipal Inspection for violations, including failure to maintain a 24-hour work schedule.
Smart Solutions is responsible for all three sections of the project, with contracts worth approximately GEL 19.8 million in total. Rehabilitation of water supply, sewage and gas networks is also underway along the avenue.
