Georgia Approves New State Support Program for Investment Funds

The Georgian government has approved a new State Investment Fund Support Program aimed at encouraging the creation of investment funds, improving access to finance, and supporting economic development. Under the July 30, 2026 decree, the program will be administered by the Georgian Economic Development Corporation.

The program has two main components. The first provides support for investment funds through co-financing of fund establishment costs, management fees, technical assistance, and a guarantee mechanism. The second allows the state to invest directly in investment funds by acquiring equity stakes. The government will cover 50% of fund establishment costs, up to GEL 300,000, while management fee support will be capped at GEL 3 million per fund, depending on the fund's size.

The program also includes a technical assistance facility, under which small and medium-sized enterprises financed by participating funds can receive co-financing for training and consulting services. The state will cover up to 50% of project costs, with support capped at GEL 150,000 per company and GEL 3 million per investment fund.

To qualify, at least 80% of a fund's capital must be invested in companies registered in Georgia, while at least 60% must be allocated through equity investments. State-backed funds will be prohibited from investing in sectors including tobacco, weapons manufacturing, gambling, and religious or political organizations. The program will be financed through the state budget, donor funding, and other legally permitted sources, while compliance will be monitored by the Georgian Economic Development Corporation.
