Georgia’s parliament is fast-tracking amendments that would allow the Georgian National Energy and Water Supply Regulatory Commission (GNERC) to introduce tiered natural gas tariffs based on consumption. Under the proposed model, a basic volume of gas would remain relatively affordable, while households consuming more would pay a higher rate, encouraging more efficient use of energy and water resources.
The changes would authorize GNERC to set household natural gas tariffs according to consumption through January 1, 2038. The bill also extends the commission’s authority to distribute water supply and wastewater service costs differently across consumer categories, allowing it to depart from the general tariff-setting principles until January 1, 2036.
According to the explanatory note, the different transition periods reflect the regulatory cycles: three years for water supply and five years for natural gas. Parliament is considering the bill under an accelerated procedure because GNERC must set new gas and water tariffs by the end of this year.
The bill was submitted by members of the parliamentary majority, including Shota Berekashvili, Giorgi Barvenashvili, Tornike Berekashvili, Levan Machavariani, Anton Obolashvili and Irakli Mezurnishvili.
