Georgia’s National Energy and Water Supply Regulatory Commission (GNERC) says proposed amendments allowing different household gas and water tariffs based on consumption volumes are intended to strengthen social protections and encourage more efficient resource use.

Under the bill, GNERC would retain the authority to distribute water supply and wastewater service costs differently across consumer categories during a transitional period. The commission would also be able to set differentiated household tariffs for natural gas and water based on consumption volumes, with the stated aim of maintaining affordability, particularly for vulnerable households.

GNERC said the changes would not alter the fundamental principles of tariff regulation but would provide a transitional mechanism to reduce social risks and introduce tariff adjustments gradually across consumer groups. Parliament is considering the bill under an expedited procedure ahead of the commission’s planned review of household gas and water tariffs at the end of 2026.
