Georgia’s Parliament has adopted amendments to the Law on Energy and Water Supply in a third reading under an expedited procedure, with 75 votes in favor and five against. The changes authorize the Georgian National Energy and Water Supply Regulatory Commission (GNERC) to set different household gas and water tariffs based on consumption volumes.
The amendments were fast-tracked because GNERC is due to review tariffs for 2027 by the end of 2026. The ruling Georgian Dream party says the changes are intended to protect the social interests of vulnerable groups and maintain access to essential services and basic necessities.
According to the explanatory note, the amendments do not change the fundamental principles of tariff regulation. Instead, they establish a transitional mechanism designed to reduce social risks and introduce tariff changes gradually across different consumer categories.
GNERC told BMG that the regulatory commission itself will determine the new tiered tariffs.
