The Georgian Government Administration has released the Prime Minister’s decree dated on December 25, 2025 (N2212), detailing the cost of natural gas purchased from Gazprom. Although the annex to the document was formally classified as a commercial secret, it was still published together with the decree.

The annex outlines the price Georgia pays for Russian natural gas under the contract between Gazprom Export and the Georgian Oil and Gas Corporation (GOGC). GOGC then sells this gas to SOCAR Georgia Gas, the country’s largest distributor.

According to the contract, the price for the first 250 million cubic meters of Russian gas is $215 per 1,000 cubic meters. Any volume purchased above 250 million cubic meters is priced at $185 per 1,000 cubic meters. Earlier reporting by BMG showed that Georgia had been paying $185 per 1,000 cubic meters in 2023 and 2024, based on import volumes and total payments, though the government had not officially disclosed these details until now.

From 2025, the cost of imported Russian gas has therefore increased. Gazprom data indicates that gas deliveries to Georgia rose by 40.2% in 2025, reaching 1.1 billion cubic meters. The first 250 million cubic meters were priced at $215 per 1,000 cubic meters, and the remaining volume at $185.

Full statistics for 2025 are not yet available, but as of the first 11 months, Georgia had purchased $123 million worth of natural gas from Russia.
