In the first half of 2025, Georgia imported 184,118 tons of wheat worth USD 47.8 million, marking a 74% increase compared to the same period last year.

While Russia remained Georgia’s main wheat supplier with USD 32.2 million worth of exports, Kazakhstan emerged as a significant alternative source, supplying USD 15.6 million worth of wheat, accounting for 32.6% of total imports.

This is a notable shift: Kazakhstan did not export any wheat to Georgia in the same period last year. The sharp rise in Kazakh wheat imports is attributed to the Kazakh government’s decision to subsidize grain exports, a policy introduced in February 2025 to support the sale of its record harvest. The subsidy covered transportation costs to destinations including Georgia and its Black Sea ports, with 40 billion tenge allocated for the program.

However, Kazakhstan has suspended further applications for transport cost reimbursements, citing exhaustion of allocated state funds.

Meanwhile, wheat imports from Russia grew by 17% compared to the same period in 2024.

The current import figures mark a 7-year high for Georgia. The last comparable volume was in 2018, when the country imported 271,798 tons of wheat worth USD 53.25 million.
