The Georgian State Electrosystem and Romania’s transmission system operator Transelectrica signed a bilateral memorandum of understanding in Bucharest to advance the Black Sea Submarine Cable project. The MoU establishes a cooperation framework for the preparation and development of the project.
Under the agreement, both parties will collaborate on various studies, including geotechnical and geophysical surveys of the Black Sea floor, financial, legal/regulatory, environmental, and social impact assessments. It also covers coordinated representation in relevant international organizations.
A 2025 study by Italian consultancy CESI confirmed that the project is technically and economically feasible. The project is included in ENTSO-E’s 2022 and 2024 Ten-Year Network Development Plans (TYNDP) and proposed for the 2026 plan. The EU Commission also recognized it as a Project of Mutual Interest (PMI) in 2025.
The Black Sea cable will consist of a high-voltage submarine transmission line connecting Georgia and Europe, spanning 1,155 km from Georgia through the Black Sea to Romania. The original MoU was signed on December 17, 2022, with Georgia, Azerbaijan, Hungary, and Romania as signatories.
