Georgia’s 2027 Budget: VAT Revenue to Rise by GEL 936M

Georgia’s government expects tax revenues to increase by GEL 2 billion to GEL 25.2 billion in 2027, according to the initial budget draft submitted by the Finance Ministry to Parliament. Government spending is planned at GEL 32 billion, up by GEL 1.2 billion from 2026, while the budget is based on 5% economic growth.

Value-added tax revenue is expected to post the largest increase, rising by GEL 936 million to GEL 9.68 billion. The personal income tax plan will increase by GEL 779 million to GEL 9 billion, while corporate profit tax revenue is projected at GEL 3.55 billion. Excise and import tax revenue targets will remain unchanged from 2026.

Other budget revenues are projected at GEL 1.3 billion, GEL 150 million below the 2026 forecast. The decline is mainly linked to lower National Bank of Georgia profit transfers, which are expected to fall from GEL 450 million in 2026 to GEL 200 million in 2027.

At the same time, fines and penalties are expected to generate GEL 240 million, GEL 40 million more than in 2026. Interest income from government deposits held in commercial banks is forecast at GEL 320 million, up GEL 10 million, while the privatization revenue target remains unchanged at GEL 200 million.
