The Georgian government is introducing an amnesty for unpaid fines imposed on employers over pension contribution violations. Around 13,500 employers could have a total of GEL 43 million in fines written off if they meet certain conditions, Parliament Speaker Shalva Papuashvili said.
The fines were introduced after controls over employers’ pension contribution obligations were tightened in 2025. Since May 1, 2025, employers have faced a GEL 500 fine for a first violation and GEL 1,000 for a repeat offense if they failed to make the required 2% contribution to an employee’s pension account.
Under the proposed changes, unpaid fines will be cancelled if employers settle their outstanding pension contributions and accrued penalties by the end of 2026. Papuashvili said the legislation will also reduce the fine for pension contribution violations from GEL 500 for a first offense and GEL 1,000 for a repeat offense to GEL 300 for each violation.
The legislative package also provides for the creation of a dispute resolution service within the Pension Fund, allowing disputes to be reviewed before reaching court. Parliament is expected to consider and approve the amendments during the current session week.
