Georgian government plans to submit a bill introducing mandatory third-party liability insurance for vehicle owners to Parliament during the 2026 autumn session. The initiative is included among the 65 bills in the government’s legislative agenda.
The government says the growing number of vehicles and road accidents has created significant social and economic costs for victims, their families, employers and the healthcare system. Mandatory insurance is being proposed as a systemic solution to ensure compensation for people injured in road accidents.
Under the proposed system, vehicle owners would be required to purchase insurance, while accident victims would be entitled to compensation within legally defined limits, including in cases involving uninsured or unidentified vehicles. The government says mandatory coverage would also help increase insurance market penetration and keep premiums more affordable.
The initiative has been discussed for years and was also included in the government’s spring legislative plan but was not submitted to the Parliament. The government also cites Georgia’s commitments under the EU Association Agreement to align its legislation with EU rules, including the 2009/103/EC directive on motor vehicle liability insurance.
