The First Deputy Minister of Finance, Giorgi Kakauridze, answered the question about "Enguri HPP" at the hearing held in the Parliament. According to Ana Tsitladze, MP of the United National Movement, Enguri HPP with a billion-dollar asset, paid only GEL 1.2 million instead of GEL 12 million to the local budget of Tsalendjikha.
According to Giorgi Kakauridze, the opinion that the assets of Enguri HPP owned assets of 1 billion was wrong. The deputy minister explained that the value of the facility was determined by various factors, including profitability. He noted that the profitability of Engur HPP was low because the largest part of the electricity generated by the station was supplied to the region of Abkhazia free of charge.
"You know that Enguri HPP is one of the biggest sources of income for Tsalenjikha. The object must pay property tax according to the real value of the property, its assets are more than one billion. However, due to the allowance imposed by the central government, it pays only 1.2-1.3 million GEL to the budget of Tsalenjikha, while the HPP should pay 10 and 12 million GEL. You understand very well what the additional 10-12 million will be for the budget of Tsalendjikha," said Ani Tsitladze.
According to Enguri HPP report 2020, the company's assets amount to GEL 417 million. The HPP earned a profit of GEL 14.8 million and had a loss of GEL 61.8 million.
