The Georgian government has granted the Ministry of Regional Development and Infrastructure an exception to the limits on the number of employees hired under labor contracts. Under a September 17, 2026 government decree signed by Prime Minister Irakli Kobakhidze, the ministry may hire an additional 51 contract employees during 2026.
Of these, 40 positions are designated for employees performing support functions, while 11 are intended for non-permanent tasks. The decree took effect on September 18.
The government also approved an updated staffing list, salaries and remuneration fund for the ministry. The ministry has 163 permanent positions in total, including seven state-political officials, 108 professional civil servants and 48 positions filled under administrative contracts.
The changes follow a law adopted on September 16 under which civil servants employed by the former Ministry of Infrastructure were transferred without competition to the newly established Ministry of Regional Development and Infrastructure, retaining the positions they held. A special commission will make employment-related decisions based on each civil servant’s duties, responsibilities, work performed and qualifications
