Infrastructure Ministry Falls Behind on Budget Spending In 9M25 - Giorgi Kakauridze

The Ministry of Infrastructure has underspent its 2025 budget during the first nine months of the year, according to Giorgi Kakauridze, First Deputy Minister of Finance, who addressed the issue during a Parliamentary committee hearing on the state budget implementation.

The Ministry’s annual budget is set at GEL 3 billion, with a planned allocation of GEL 1.93 billion for the first nine months. Actual spending, however, reached only GEL 1.76 billion, leaving a shortfall of GEL 168 million.

“The Ministry of Infrastructure planned to launch many new programs this year, including sports infrastructure projects, where some tenders have been announced and others are still in preparation. The Tbilisi-Rustavi road construction is also underway, with a tender announced. We expect budget utilization to increase in the fourth quarter, and funds might be redirected to projects already in progress,” Kakauridze explained.

The lowest budget utilization was reported for major road projects, including the Tbilisi-Red Bridge and the new Tbilisi-Sadakhlo highway, financed by a EUR 250 million EIB loan. Although GEL 190 million was planned to be spent on these roads this year, tenders have not yet been completed, and spending for the first nine months reached only GEL 4 million.

Kakauridze emphasized that the underspending is primarily due to delays in tender processes and that higher budget utilization is expected in the final quarter as projects move forward.
