The model for reforming personal property tax will be finalized within a week, First Deputy Finance Minister Giorgi Kakauridze said at a joint parliamentary committee hearing. He said the government will address personal and corporate property taxes separately, with changes to personal property tax coming first.
Kakauridze said discussions are underway with Parliament’s Finance and Budget Committee and that a final version of the personal property tax reform will soon be submitted to Parliament. Corporate property tax reform will be addressed at a later stage.
Parliament’s Finance and Budget Committee Chairman Paata Kvizhinadze previously said four possible models were being considered, with the updated system expected to be presented as a bill during the autumn session. The government is also considering raising the current GEL 40,000 income threshold linked to property tax, although the new threshold has not yet been announced.
In 2025, individuals paid GEL 120.8 million in property taxes, up 30% year-on-year. This included GEL 86.1 million in personal property tax, GEL 22.3 million on agricultural land and GEL 12.4 million on non-agricultural land. Property tax is paid annually by individuals or families whose taxable income exceeds GEL 40,000, with payments due by November 15.
