“An international tender has been launched to conduct a techno-economic feasibility study for a proposed urban rail corridor. The project is an initiative by Tbilisi City Hall, developed in close partnership with Georgian Railway,” Tbilisi Mayor Kakha Kaladze announced at today’s municipal government meeting.
The Mayor noted that the deadline for expressions of interest is set for July 13.
“The international tender has been issued in accordance with the procurement guidelines of the Asian Development Bank, and the window for expressions of interest closes on July 13. The concept of this project is rooted in the Tbilisi Sustainable Urban Mobility Plan. It aims to leverage our existing railway infrastructure to connect the capital with Mtskheta, Rustavi, Tbilisi International Airport, and the city’s eastern districts. While the primary focus is on utilising the current rail network, we are entirely open to exploring the construction of new rail links or bypass lines where necessary,” the Mayor stated.
Kaladze further explained that the project is designed to deliver not only a comprehensive feasibility study but also a rigorous assessment of the environmental, social, and financial implications.
“Our objective is for a highly qualified consultancy firm to deliver a detailed techno-economic study that outlines the absolute best options for developing an urban rail corridor across the wider Tbilisi agglomeration. It will thoroughly evaluate environmental, social, and financial impacts. The top bidder will be selected from the competing firms, and research will commence once standard tendering procedures are finalised.
Once complete, this will give us a definitive blueprint for delivery and a detailed roadmap of the exact steps required moving forward. This project is a core component of the capital’s wider transport strategy and is being delivered with the financial backing of the Asian Development Bank,” Mayor Kaladze added.
Tbilisi Mayor concluded by noting that the Tbilisi Transport and Urban Development Agency will handle the technical oversight and overall coordination of the study.
