International Tender Announced for 40 km Road Project to the Azerbaijan Border

Roads Department of Georgia’s Ministry of Infrastructure has announced an international tender to prepare a detailed design for the 40-kilometer section of the international Tbilisi–Bakurtsikhe–Lagodekhi highway, from Pnori to Lagodekhi.

According to the tender documentation, the project section starts in the town of Pnori, follows the Tbilisi–Bakurtsikhe–Lagodekhi international highway, passes near the villages of Chaduniani, Vardisubani, Tsodniskari, and Ganatleba, and ends in the village of Matsimi in Lagodekhi municipality, at the state border with Azerbaijan.

The total length of the section is 40.4 km and it will be a two-lane road. The project will be divided into two segments: a 30.9 km Pnori–Lagodekhi stretch and a 9.5 km bypass in Lagodekhi.

As part of the consultancy services, the contractor will prepare detailed project documentation for the construction of the Pnori–Lagodekhi section and provide limited author supervision during construction. The preparation of the project documentation is scheduled to take 18 months. Only engineering companies that submit the best price will be allowed to participate. The leading firm must have at least 15 years of experience in international road project engineering, and similar experience is required for the road and bridge engineers on the project.

“The consultant must have successfully completed at least two contracts since 2015, each with a minimum value of USD 2,000,000. These contracts must involve the preparation of detailed project documentation for the construction of a highway or expressway,” the tender description states.

Interested parties must submit their proposals by 6:00 PM on February 17, 2026.

Currently, a 35-kilometer section of the Kakheti highway has already been completed at a cost of 527 million GEL. In 2026, an additional 17-kilometer section from Sagarejo to Badiauri is scheduled to open, costing 277 million GEL. Construction tenders are also planned this year for the 32-kilometer Badiauri–Bakurtsikhe section, preliminarily estimated at 576 million GEL.

Once the 40-kilometer Pnori–Lagodekhi road is completed, Georgia will have a fully modernized route from Tbilisi to the Azerbaijan border.
