An international tender has been announced to select a company to supervise the modernization of the Kobuleti Bypass into a four-lane highway. According to the Asian Development Bank (ADB), the estimated consultancy budget is $20.67 million, with a contract duration of 108 months, including the defect correction period. Interested companies can submit expressions of interest by December 10, 2026.

The project, implemented by the Roads Department of Georgia under the Ministry of Infrastructure, covers approximately 31.3 kilometers divided into two lots. The first section, around 13 kilometers long, will include three overpasses, while the second, approximately 18 kilometers, will include two new tunnels running parallel to existing ones. Both sections are designed for speeds of up to 120 km/h.

The selected consultant will review technical documentation, monitor construction quality and schedules, oversee contractors, and ensure compliance with environmental, social and occupational safety requirements. Responsibilities will also include cost control, progress monitoring, risk assessment and the use of Building Information Modeling (BIM) technologies.

Construction is expected to take 36 months for the first lot and 48 months for the second, followed by a 60-month defects notification and correction period for each section. The project aims to increase road capacity, reduce congestion and accident risks, and lower travel times and transport costs.
