Kobakhidze Revives "Government City" Project: Ministries Set to Relocate to Ortachala

GD Prime Minister Irakli Kobakhidze has revived the long-dormant “Government City” project, with plans to relocate ministries and key state agencies to Ortachala. The move is formalized under a government decree issued on August 4, instructing the Municipal Development Fund to begin preparatory work.

According to the decree, the Development Fund must prepare detailed design and cost estimation documentation for the construction of the new government complex and submit the proposed budget to the Ministry of Finance. These costs are to be incorporated into the 2026 draft state budget.

The project will involve the procurement of services to develop urban planning, design, and budgeting documents for a centralized administrative hub in Ortachala, Tbilisi.

“The Ministry of Infrastructure, when preparing the draft state budget for 2026, shall allocate funds based on the proposal of the Municipal Development Fund to implement the measures outlined in this decree,” the document states.

The Government City initiative was originally announced in 2017 by former Prime Minister Giorgi Kvirikashvili, but it never progressed to implementation.

Currently, several major government institutions are already based in Ortachala, including:

  • Ministry of Finance
  • Ministry of Internal Affairs
  • Ministry of Justice
  • Chief Prosecutor’s Office
  • Revenue Service
  • National Bank of Georgia (soon moving to the former Business House in Ortachala)
  • Ministry of Economy (currently in the House of Justice)

Additionally, the ruling Georgian Dream party relocated its headquarters to Ortachala in late 2024, adjacent to the Ministry of Finance.

The renewed push for a Government City reflects an effort to centralize public administration, improve inter-agency coordination, and modernize government infrastructure in one consolidated urban zone.
