Kobakhidze: State Company Will Improve Road Maintenance Quality Over Private Contractors

The Georgian government plans to establish a state-owned company dedicated to road maintenance and repair, backed by an initial 63 million GEL capital investment. The bill, submitted by the Ministry of Infrastructure under an expedited procedure, foresees hiring 163 employees and purchasing 119 units of heavy equipment to manage both routine maintenance and emergency response work.

Prime Minister Irakli Kobakhidze said the initiative is aimed at improving the quality and efficiency of road maintenance, as well as ensuring faster response to natural disasters and infrastructure damage. He argued that in many cases, privately contracted services had delivered unsatisfactory results, making a centralized state mechanism preferable.

Kobakhidze said the new company would provide a “stable resource” and higher-quality service, especially for critical infrastructure maintenance rather than road construction. He added that the state operator would also be better equipped to handle emergencies requiring specialized machinery and coordinated response.

According to the bill, the company will initially focus on the Gori–Argveta section of the E60 highway, a strategically important but complex corridor including the Rikoti pass. The government argues that the current fragmented contractor-based system is no longer sufficient for the growing technical complexity of Georgia’s road network and requires a more integrated management model.
