“The cost of the grant is exactly identical for every university and every specialty; each student receives GEL 2,250 in funding, which, in our view, needs to be revised,” said GD Prime Minister Irakli Kobakhidze during the presentation of the government’s higher education reform.
According to Kobakhidze, the current grant model fails to reflect the specific needs of different programs and is not aligned with the strategic goals of the state.
“The existing funding system is flawed. Today, the state issues a kind of voucher to each student, a grant of equal value regardless of university or specialty. There is no differentiation; every student receives GEL 2,250. This approach ignores the varying requirements of different academic fields. Moreover, the funding system is not designed to serve national objectives. When the state allocates funding, it must be guided by specific goals, yet currently, there is no link between state priorities and the financing structure. This must be addressed,” Kobakhidze stated.
