Ministry of Economy Begins Land Expropriation for New Stadium Near Tbilisi Airport

The Ministry of Economy has granted the Municipal Development Fund the right to expropriate land near Tbilisi International Airport for the construction of a new stadium, according to an order published in the Legislative Herald. The compulsory purchase concerns a 540-square-meter plot owned by Luka Jincharadze.

The order states that the project is considered an urgent public need, allowing partial expropriation of privately owned land. Under the law, property may only be seized with fair and preliminary compensation, and any disputes over compensation will be resolved in court.

The new stadium, designed to host 70,000 spectators, is part of an international tender valued at GEL 876 million. Proposals for design, engineering, and construction are being accepted until September 29. The state expects construction to take approximately 51 months (around 4 years and 3 months), placing the stadium’s likely opening between 2029 and 2030.

The 270,615-square-meter site along the Kakheti Highway is largely state-owned. The largest private property within the stadium area is the International Black Sea University campus, covering 101,000 square meters. Negotiations are ongoing between the university’s owners and the state regarding the acquisition or exchange of this land.
