New Inland Waterway Regulations Introduced, Fines Increased – Draft Law

The Georgian Parliament, led by the ruling "Georgian Dream" party, has introduced a draft law proposing significant amendments to the Code of Administrative Offenses. The changes aim to tighten regulations for maritime and inland waterway transport and impose stricter penalties for violations.

Fines for Damaging Navigational Marks

A new administrative offense will be added to the Code: unauthorized access to floating or stationary navigational marks—either at sea or on land—that results in or risks damage.

  • Fine for individuals: 100 GEL
  • Repeat offense: 500 GEL
  • This provision will come into force on October 1, 2025.

Stricter Inland Navigation Regulations (Effective January 1, 2026)
Several key changes related to inland waterway navigation are set to take effect in 2026:

Violation of Registration and Marking Rules

Operating a vessel without proper registration, name, or number in the State Register of Inland Waters, or with a suspended registration, will result in:

  • Fine for individuals: 500 GEL (1,000 GEL for repeat offenses)
  • Fine for legal entities: 1,000 GEL (2,000 GEL for repeat offenses)
  • Violation of Navigation Rules
  • Fine for individuals: 500 GEL (1,000 GEL for repeat offenses)
  • Fine for legal entities: 1,000 GEL (2,000 GEL for repeat offenses)

Technical Inspection Violations

If a certified inspection organization conducts unlawful inspections that cause—or could cause—harm to a vessel, cargo, environment, or property, a fine of 5,000 GEL will be imposed.

Violation of Fire Safety Rules

Failing to follow fire safety standards on inland waterway vessels will result in:

  • Fine for individuals: 500 GEL
  • Fine for legal entities: 1,000 GEL

The Finance and Budget Committee has unanimously supported the proposed amendments.
