No Bids Submitted: Five Rustaveli Avenue Rehabilitation Tenders Cancelled

All five tenders announced by Tbilisi City Hall on February 20 for the rehabilitation of Rustaveli Avenue have failed, as no companies submitted bids. According to the State Procurement Agency’s database, the tenders, worth a combined GEL 12.3 million, were intended to cover the rehabilitation of asphalt pavement across several sections of the avenue.

The announced works included upgrades from Kakabadze Street to the “Merani” shopping center, from “Merani” to Chavchavadze Street, from Chavchavadze Street to Besiki Street, from Besiki Street to April 9 Street, and from April 9 Street to Freedom Square. Contracted companies would have been required to replace 20 cm of asphalt, install new curbs, construct drainage systems, rehabilitate underground crossings, install railings, and mount new fire hydrants.

City Hall initially planned to begin the rehabilitation of Rustaveli Avenue in 2025 and had signed four contracts worth GEL 28 million. However, in March of last year, the municipality postponed the works, stating that project planning would continue and tenders would be reannounced starting in 2026.

With all five tenders now receiving zero bids, the rehabilitation project faces further delays, raising questions about contractor interest, project conditions, and future timelines.
