The company “Smart Solutions” has won the tender for the rehabilitation of Tbilisi’s Rustaveli Avenue, with the total contract value reaching GEL 19.8 million, according to documents published in the State Procurement Agency’s system.
The tender was divided into three lots covering sections from Besiki Street to Freedom Square, from Merani shopping center to Besiki Street, and from T. Chovelidze Street to Merani. “Smart Solutions” was the only bidder and offered a combined price of GEL 19.77 million, slightly below the estimated cost of GEL 19.95 million.
According to the Business Registry, “Smart Solutions” is owned by businessman Levan Gogsadze and was established in 2015. The company is included in the procurement agency’s “white list” and has previously completed projects for the Tbilisi City Hall and the Georgian Amelioration Company worth a combined GEL 34.8 million.
The rehabilitation of Rustaveli Avenue was initially planned in 2025, but the project was postponed after previous tenders failed or were revised. The latest tender was announced in 2026 after earlier estimates for the project changed several times, from GEL 28 million to GEL 12.3 million and later to nearly GEL 20 million.
