PM Kobakhidze Explains Commercial Secret Status of $6.5 Billion Eagle Hills Contract

PM Irakli Kobakhidze defended the government's decision to classify the investment agreement with UAE-based Eagle Hills as a commercial secret, stating the decision is grounded in both Georgian legislation and international commercial practice. He emphasised that the state has nothing to hide from its citizens and remains prepared to address all questions regarding the principal, fundamental aspects of the historic $6.5 billion project. The main reason for the confidentiality status is to serve the commercial interests of the investor, allowing the company to maintain necessary flexibility when negotiating with future potential partners and securing the best possible terms for future deals.

The Prime Minister assured the public that while the contract details remain confidential, the overall General Development Plan for the new urban areas in Tbilisi and Gonio will be approved transparently. This approval will be carried out by the Ministry of Economy and relevant local municipalities in full compliance with all standard legal procedures and safeguards. Kobakhidze also reiterated the government's commitment to fully protecting Georgia's national and demographic interests through the implementation of this investment, while dismissing public speculation from opposition figures as baseless political manoeuvring.
