Tax Overview 2025: Utility Bill Increases and Tax Changes Expected in Armenia

A fact-checking platform has analyzed the key changes in local and national levies that will affect Armenian citizens in 2025. The new rates will impact utility bills and various taxation areas.

Starting in 2025, residents of Yerevan will face a significant increase in waste disposal fees. Previously, the monthly charge was approximately $0.50 per person. Now, it will be calculated based on property size—roughly $0.03 per square meter. For instance, a one-bedroom apartment of 35 square meters will see a fee increase from $0.50 to $1.33. A two-bedroom apartment of 53 square meters, housing three residents, will see an increase from $1.52 to $1.75, while a three-bedroom apartment of 75 square meters, housing four residents, will rise from $2.03 to $2.47.

The Yerevan City Council has also upheld the increased parking rates in "red zones." As of January 1, 2024, the annual fee for parking in central areas rose from $30 to $406.

Changes are anticipated in the mortgage lending sector as well. Starting January 1, 2025, income tax refunds on mortgage interest for new borrowers in Yerevan will be discontinued. This restriction will gradually expand to other regions of the country.

Property tax rates will continue their phased increase, reaching 75% of the assessed cadastral value, aligned with market rates, in 2025, and 100% by 2026. In public transportation, the average fare will rise from $0.25 to $0.37 per trip, with monthly passes expected to cost around $23.

The taxation of taxi services will also change. For cashless payments, a state duty of 2.5% of the fare will apply, while for cash payments, the rate will be 3.5%. The 10% income tax on rental income introduced in 2024 will remain in effect for landlords.

In the trade sector, new turnover tax rates will come into force in 2025. Trading enterprises will face a rate of 10%, manufacturing businesses 7%, and catering services 12%. Furthermore, from July 1, 2025, certain professional services, including legal, accounting, and advertising, will transition to the general taxation system.
