This year, Tbilisoba will take place on October 3–4. To organize the event, the Tbilisi City Hall has announced a simplified procurement worth 3,114,727 GEL.
According to the procurement description, City Hall plans to host a wide array of cultural, entertainment, educational, and spectacular events across the city for the festival.
* Installations & Decor: Themed decorations and installations will be set up across various locations, including decorated arches, photo zones, lounge areas, interactive installations, floral zones, stage designs, and festive venue decorations.
* Events & Activities: Program highlights include children's and evening concerts across genres, theatrical performances, sports, educational, and kids' activities, plus a parade of fairytale characters.
* Gastronomy & Enterprise: Entrepreneurial and culinary zones will showcase both Georgian and international cuisine, feature culinary masterclasses, fast food outlets, traditional sweets, a honey and wine exhibition-sale with tastings, modern confectionery, and handmade craft sales.
* Gala Event: A ceremonial concert will feature the official Honorary Citizen of Tbilisi award ceremony.
City Hall explained that the Tbilisoba celebration holds high state and public significance, and ensuring its seamless execution serves vital public and cultural interests.
City Hall's Justification for Simplified Procurement
Addressing questions on why the procurement needed to be handled under tight deadlines rather than planned further in advance, City Hall provided the following explanation:
"Due to the specific nature of these events, a significant portion of the planned activities consists of original and individual creative works. Their content, artistic execution, and format are finalized through an intensive creative process and ongoing meetings with qualified performers in the relevant fields. This process requires step-by-step refinement of the program, participant lineup, and technical solutions, making it impossible to define and plan all essential procurement conditions far in advance.
Given the scale and diversity of the festival, venue styling, programming, participant confirmation, technical requirements, and organizational details are clarified incrementally during preparation. Furthermore, procuring these services depends directly on the availability and confirmation of specific artists and vendors, which impacts the final scope, content, and technical parameters of the procurement.
Consequently, given the operational context of organizing such an event, determining the final scope, content, and technical details is only possible during the active stages of preparation, necessitating the execution of procurement procedures within a compressed timeframe."
