Tbilisi Municipal Inspection issues urgent notice to entrepreneurs about upcoming regulations

The Tbilisi City Hall has announced that the Tbilisi Municipal Inspection is actively informing entrepreneurs about new regulations set to take effect on January 1, 2026.

According to the City Hall, the new rules, approved at the initiative of the Tbilisi City Hall, pertain to the placement and sale of used tires, scrap metal (both ferrous and non-ferrous), end-of-life vehicles and their parts, as well as flammable, explosive, or combustible materials.

“The regulations prohibit these activities in residential, recreational, forest, special, transport, and sanitary protection zones. In designated functional zones—primarily industrial and public-business zones—certain conditions have been established that property owners and entrepreneurs must adhere to,” the City Hall explained.

Before the regulation’s implementation, the Tbilisi Municipal Inspection conducted a comprehensive inventory of affected territories and entrepreneurial entities across the capital. Specifically, the Inspection engaged with over 14 large property owners, who manage up to 10,000 small entrepreneurs within their territories, as well as more than 1,500 medium-sized business entities, through direct communication to inform them of the necessary compliance measures. Relevant warning notices have also been issued.

“The primary aim of this regulation is to foster a healthier living environment in Tbilisi, safeguard citizens and the environment from harmful impacts, and regulate activities within permitted zones—particularly industrial and public-business areas—in a way that balances environmental protection with public health and safety. This includes ensuring the safety of personnel involved in these activities,” the City Hall said in a statement.

The regulation stipulates that authorised areas must ensure the placement and sale of combustible materials within enclosed buildings. For explosive or flammable materials, proper means of exit, sanitary conditions, adequate lighting and ventilation, and safeguards against fire and other hazards must be maintained. These measures are designed to protect life and property and ensure the safety of firefighters and rescue personnel in emergencies.
