Tram Tender Changes to Attract Qualified Foreign Companies - Kakha Kaladze

“The tender for the design and construction of a tram line will close on March 31,” Tbilisi Mayor Kakha Kaladze announced at a sitting of the Tbilisi Municipality Government.

According to the Mayor, a need emerged during the process to adjust certain technical parameters and procedures within the tender documentation, and the city authority has accordingly issued a fresh tender with a view to attracting interest from a greater number of qualified international companies.

“Tbilisi Transport Company launched a tender for the design and construction of a tram line on October 21, 2025. There was significant interest from reputable foreign companies throughout that tender, and active efforts were underway to clarify the required technical parameters and procedures. During that process, it became clear that some technical parameters and procedures in the tender documentation needed adjustment to enable the construction of the tram line to proceed. We therefore decided to suspend the current tender and to issue a new one, incorporating the relevant changes. This was duly announced on February 13, 2026, in accordance with Asian Development Bank (ADB) procurement rules. This change will help to attract as many qualified international companies as possible and encourage them to express their interest in delivering this project. The closing date for the tender has been set as March 31. The changes do not affect either the project budget or the completion deadline,” Mayor Kaladze stated.

As regards the project itself, the Mayor explained that the tender encompasses the preparation of all design and cost-estimate documentation required for the construction of a tram line connecting Didi Digomi and Didube, as well as the execution of all construction and installation works.

“The tram line will begin in the area adjoining the junction of Microdistricts 3 and 4 of Didi Digomi, and will run via Davit Aghmashenebeli Avenue and the Digomi residential district to connect with the area surrounding Didube metro station. The purpose of the tram line is to link the Didi Digomi neighbourhood to the metro network, and thereby provide rapid connections to the city centre. The approximate length of the tram line has been set at 7.5 kilometres, along which 11 stops will be located,” the Mayor noted.

Kaladze further confirmed that the tender covers not only the design and construction of the line itself, but also the development of the associated depot infrastructure.

“The tram depot will be designed to service and operate a fleet of 10 (+1) tram sets. The depot will include main and auxiliary emergency and evacuation entrances and exits, covered stabling for tram sets, an administrative building, a production and service centre, a washing facility, and categorised storage facilities. All engineering communications systems and networks necessary for the smooth operation of the tram line will be installed,” Kaladze stated.

The Mayor confirmed that the delivery period for the project has been set at 36 months from the date of contract signing, and that the total project value amounts to 416,592,000 Georgian lari.
