What Assets Did Levan Kakava Leave the Revenue Service With?

Levan Kakava, who served as the head of Georgia’s Revenue Service since 2019, officially stepped down from his position on June 16. He has been replaced by Irakli (Dachi) Beraia, as announced by the Revenue Service.

Kakava holds a law degree from the Sokhumi branch of Ivane Javakhishvili Tbilisi State University, graduating in 2001. His public service career began in 2002 and spans over two decades, including roles in the Ministry of Internal Affairs, Financial Police, Investigation Service of the Ministry of Finance, and ultimately the Revenue Service. From 2017 to 2019, he also served as Deputy Minister of Internal Affairs.

BM.GE reviewed Kakava’s most recent asset declaration, filed on September 27, 2024, covering the year 2023.

According to the document:

  • Annual salary from the Revenue Service: 105,838 GEL (approx. 8,819 GEL/month)
  • Additional income from property lease: 27,000 GEL

Real Estate

  • A 68.28 m² apartment on Aleksandre Kazbegi Avenue, Tbilisi, purchased in 2019 for $60,053
  • A 54 m² apartment on Bakradze Street, Tbilisi, bought in January 2023 for $20,000, registered in the name of his wife, Nana Abshilava

Vehicles

  • A 2020 Toyota RAV4 Hybrid, purchased in 2021 for 102,574 GEL, owned by his wife

Savings and Bank Accounts

  • USD 55,000 in cash savings
  • GEL 28,930 in his salary account

Other accounts contain minimal or no funds

The declaration indicates that neither Kakava nor his wife own shares in any commercial enterprises or reported receiving gifts. No movable property is listed.
