Which Companies Have Acted as Intermediaries in Georgia’s Electricity Imports?

Prime Minister Irakli Kobakhidze has announced that intermediary companies will no longer be involved in Georgia’s electricity imports and that state-owned Electricity Market Commercial Operator (ESCO) will import electricity directly from neighboring countries. He said removing intermediaries from imports from Azerbaijan alone will save the state several million lari annually.

Under Georgia’s energy market rules, electricity can be imported by ESCO, final consumers such as distribution companies, and intermediary companies whose main activities include electricity trading, import, transit and export. According to ESCO data, the intermediaries currently listed for electricity imports are Tbilisi Investment Group from Azerbaijan, Lux Energy from Russia and Trading Solutions from Armenia.

It remains unclear whether the government’s decision to restrict intermediary companies will also apply to electricity transit operations, which are mainly carried out from Azerbaijan toward Turkey. According to Georgian State Electrosystem records, Globalparking Holdings Ltd has a technical transit services agreement for electricity transit from Azerbaijan to Turkey, while SKELBERRY WAY LTD holds a similar agreement for transit from Armenia to Turkey.

Georgian State Electrosystem also has a technical transit services agreement with Lux Energy Trading LLC for electricity transit from Russia to Turkey. The agreements with Globalparking Holdings, SKELBERRY WAY and Lux Energy Trading were amended through additional agreements in 2025, according to the state company’s records.
