The Prosecutor General’s Office has launched an investigation into the alleged misuse and embezzlement of large sums of public funds at the Tbilisi branch of the Electric Rolling Stock Repair Plant.
This company is responsible for the technical maintenance of Tbilisi metro wagons. According to the Public Registry, 50% of the plant is owned by the Tbilisi Transport Company (a municipal company under the Tbilisi City Hall) and the other 50% by Industrial Investment, which in turn is jointly owned by Gvantsa Salakaia and Nodar Gagua. The company’s director is businessman Gela Dzidzikashvili.
The plant has signed multiple contracts with the Tbilisi Transport Company, including up to 2 million GEL in 2024, 14 million GEL in 2023, and 12 million GEL in 2022, according to the State Procurement Agency.
The investigation is based on materials from the Tbilisi City Hall’s Internal Audit and Monitoring Service, which found potential criminal signs in the plant’s activities. It is conducted under Article 182 of the Criminal Code, covering embezzlement and misuse of large sums using one’s official position. On February 3, multiple searches and investigative actions were conducted under a court order.
The investigation is ongoing, and the exact amount of misused funds or whether any individuals will be charged has not yet been disclosed.
