During the government session on June 14, Armenian Foreign Minister Ararat Mirzoyan expressed the necessity of preserving paper originals of documents despite their digitization, while discussing the implementation of the "Cloud-First" digital technology system.

Prime Minister Nikol Pashinyan emphasized that placing documents in cloud storage does not mean destroying paper copies. He explained that in the long term, the cloud system would allow for the elimination of paper originals, as data will be stored in multiple locations, ensuring their security. Pashinyan noted that the new practice would be implemented gradually to avoid data loss due to errors.

Mirzoyan expressed concern about possible system failures, such as power outages or internet cable disruptions, which could lead to data loss.

The Prime Minister responded that many countries had addressed these issues 20 years ago after extensive experimentation. He compared the transition to the cloud system to the shift from using a horse and plow to a tractor, which also faced problems but was ultimately successful.
