The Georgian National Communications Commission (ComCom) has completed the second phase of its comprehensive study of the telecommunications sector, determining that Silknet holds significant market power in the segment of physical communication infrastructure, specifically, access to communication and sewerage channels. The findings were published by the Commission and developed jointly with EU experts involved in the analysis.
According to ComCom, the assessment concluded that existing regulations governing this segment of infrastructure are not sufficient to ensure healthy competition. As a result, EU experts issued recommendations for additional regulatory measures that the Commission should adopt to improve market conditions. These measures aim to expand operator choice, strengthen competition, and ensure high-quality services for consumers.
The second phase follows an earlier review of the telecom sector. During the first stage, ComCom identified MagtiCom as an operator with significant market power in both the fixed and mobile communication markets, leading the regulator to impose additional obligations on the company to safeguard competition.
ComCom notes that implementing the newly recommended regulatory framework for Silknet’s infrastructure services will be a crucial next step. The Commission says the planned measures are intended to align the market more closely with European standards and support the development of a more competitive and transparent telecommunications environment in Georgia.
