International companies participating in Tbilisi City Hall’s GEL 416 million tram tender are requesting a deadline extension, saying key technical and financial questions remain unanswered. The 7.5-kilometer tram line and depot project - connecting Didi Digomi to the Didube metro, was re-announced in February with a 31 March submission date, despite companies raising the same concerns that emerged during the initial 2025 tender.
Bidders say the design-build model requires detailed studies, yet the tender lacks essential geological and hydrological data. They also warn of currency risks if the contract is signed in foreign currency but paid in lari, as well as engineering challenges stemming from the depot’s location in a 10-meter ravine crossed by a main collector pipe.
Additional concerns include unclear responsibilities for utility relocation, lack of early access for site research, and unanswered questions about technical standards and system integration. Companies also recommend adding international dispute-resolution mechanisms such as arbitration or a DAAB (Dispute Avoidance and Adjudication Board).
Without clear guidance and more preparation time, firms argue they cannot submit responsible proposals and urge City Hall to extend the deadline by at least two months.
