The government has established a road maintenance company. According to Decree No. 1586 signed by Irakli Kobakhidze, a 100% stake in LLC "Georgian Roads Operator" has been transferred from the state to the Ministry of Infrastructure with management rights.
The Ministry of Infrastructure confirmed the transfer of the company to BM.GE, noting that this entity will be responsible for road maintenance.The company was transferred to the ministry through a direct, fee-free transfer for the duration of its existence. The National Property Agency, under the Ministry of Economy, is tasked with executing the measures necessary to implement this decree.According to the business registry, the state-owned company registered under this identification code was originally founded in 2012 as LLC Kutaisi David the Builder International Airport, with a 100% stake owned by the United Airports of Georgia. The ownership structure changed on July 21, 2026, when it became fully state-owned. The company's name was subsequently changed to "Georgian Roads Operator" on July 22, and Aleksandre Zabakhidze was appointed as its director.
Plans to establish a new state-owned company to maintain international and domestic roads were first disclosed in June this year. According to legislative amendments, an initial capital investment of approximately 63 million GEL is earmarked for setting up the new company. The funds will be used to build its technical base, purchase specialized equipment, construct infrastructure, and implement modern technological systems. This sum is not yet allocated in the 2026 budget. In its initial phase, the state company will manage and maintain the 105-kilometer Gori-Argveta international highway.
