Only one company, Buildkings LLC, submitted a bid for the construction of Telavi Airport’s new passenger terminal, according to the National Procurement Agency’s website. The company offered GEL 11.65 million, which is GEL 1.62 million below the tender’s estimated value.
The tender, announced by United Airports of Georgia, covers construction of the new passenger terminal. According to the tender documents, the works must be completed within no more than 21 months of signing the contract, including the signing of the handover certificate. Bidders were required to have completed at least GEL 25 million worth of construction works since January 1, 2022, as well as experience building at least one similar facility worth GEL 10 million or two facilities worth a combined GEL 15 million.
The Telavi Airport project has faced delays compared with earlier government plans. In June 2024, Prime Minister Irakli Kobakhidze said construction of the terminal and runway would begin that year and be completed in 2025. In June 2026, Kobakhidze said construction would instead begin in October and be completed by the end of 2028.
The project was initially expected to have international status, but the government later decided to optimize it for domestic flights, citing plans for a new airport in Vaziani, which is expected to become operational from 2031. Unlike the Telavi tender, the GEL 15 million tender for a new passenger terminal at Mestia Airport ended without a bidder.
