“In 2022, we conducted 47 audits, including 14 financial, 23 compatibility, 3 inter-agency compatibilities, and 7 efficiency audits”, - the Auditor General, Tsotne Kavlashvili reported to the Committee.
According to him, the gaps and deficiencies have been revealed in the amount of 24 ml GEL. As the reporter added, deriving from high-risk content, 17 reports have been submitted to the Prosecutor’s Office for response. Based on the submitted reports, the investigation has commenced on 17 cases, as well as two reports have been thematically enclosed to the criminal cases.
In 2018-2022, the SAS issued over 3800 recommendations, where 29% are issued according to the audits conducted in 2022; 72% of the recommendations are fully or partially fulfilled, and 19% are pending. The SAS has successfully inculcated the e-monitoring system for the fulfillment of the issues recommendations, where 10 Ministries have already been engaged to the hereof system and up to 70 subordinated budgetary organizations, as well as Ajara and Abkhazia ARs and 39 municipalities.
“We ensure monitoring within 2021-2023 on over 800 recommendations. The process goes on and we intend to ensure monitoring of all the recommendations through the system as of 2023”, - he noted; emphasizing the cooperation with international donor organizations, he noted that the SAS conducts audits since 2018 for the World Bank and USAID funded projects.
Other than the audits, the Service strives for the improvement of the internal administration by resorting to the international practice.
