A tender for the renovation of First Republic Garden, located at 6 Rustaveli Avenue next to the Youth Palace, the Government Administration, and Galleria Tbilisi shopping mall, has ended unsuccessfully, according to information published on Georgia’s State Procurement Agency website.
Tbilisi City Hall announced the tender on September 4, 2026, with an estimated value of GEL3.45 million. The garden covers 25,201 square meters. Two companies, Quadrel LLC and AWARD LLC, participated in the tender, but both were disqualified due to deficiencies in their submitted documentation.
According to the tender documents, the garden is currently closed to the public and has largely fallen into neglect. The proposed renovation plan is based on art-historical and dendrological studies, which identified 1,102 plants representing 81 species across the site.
The project provides preserving most of the existing garden, including mature trees and naturally grown groves of golden rain trees and hackberries. It calls for relocating 77 trees and shrubs along the paths and removing 43 tree stumps. The plan also includes planting 46 coniferous and 67 deciduous trees, with species selected to reflect the garden’s historical character and provide seasonal variation in color. A roll-out lawn is planned throughout the garden.
The fountain area in front of the Youth Palace will also be redesigned, including changes to the fountain and pathway layouts. The city has not yet announced when it will launch a new tender to implement the project.
